Tyto Athene is proud to announce that Patti Chanthaphone, Group President of Justice and National Security, has been recognized as the Cybersecurity Executive of the Year at the 2025 Chief Officer Awards, hosted by WashingtonExec. The award ceremony, held on June 4th at The Hilton in McLean, Virginia, brought together more than 500 senior executives and decision-makers from across government and industry to celebrate leaders shaping the future of government contracting.
Patti’s recognition highlights a year of forward-thinking leadership and impactful innovation in federal cybersecurity. She led the creation of the first government-wide Managed Shared Service Provider (MSSP) program, which was certified by the General Services Administration and recognized by the Office of Management and Budget, and Department of Homeland Security. This initiative is now the largest program of its kind serving federal agencies.
Under Patti’s leadership, the MSSP has expanded to support over 20 federal agencies, offering essential cybersecurity services such as Security Operations Center-as-a-Service (SOCaaS), Cyber Threat Intelligence, Penetration Testing, Governance, Risk and Compliance, Supply Chain Risk Management, Insider Threat, and Cybersecurity Training. Her goal has been to provide smaller and resource-constrained federal agencies with access to the expertise and tools needed to meet federal mandates and sustain effective cybersecurity programs.
The MSSP, originally established by MindPoint Group (a wholly-owned subsidiary of Tyto Athene) for the Department of Justice, began with two federal customers and has rapidly scaled under Patti’s direction. Her team developed a complete framework including governance, pricing models, and onboarding playbooks, making it easy for government executives to access and implement the services they need.
Patti’s leadership has made a measurable impact for External Federal Agencies, who now benefit from centralized 24/7 monitoring, incident response, threat hunting, penetration testing, and cloud-integrated protection. By building a fully managed, scalable SOC model, she has given agencies a practical path to stronger cybersecurity while reducing unnecessary internal investments.
