Vice President of Contracts & Supply Chain, SBLO
With over twenty years of experience as a contractual negotiator and trusted advisor to C-suite executives in government and commercial contracting, Jeff Whitlock serves as Tyto’s Vice President of Contracts and Supply Chain, and as Small Business Liaison Officer (SBLO).
Since 2010, Jeff has represented Tyto and its predecessors/affiliates as the named primary point of contact to the U.S. Government’s Contracting Officer across Tyto’s portfolio of technology and national security contracts, also serving as Tyto’s principal business-to-business negotiator for associated teaming and subcontracting. Today, Jeff leads Tyto’s team of diverse and talented Contracts, Subcontracts, and Supply Chain professionals.
Jeff is a dynamic, dependable, decisive Contracts leader, with discretion, regulatory expertise, and proven business acumen from small business to Fortune 100 environments, negotiating and executing thousands of supporting agreements in his career, with vast experience selling across the U.S. Government (i.e. the world’s largest customer) – along with a broad variety of SLED and commercial customers.
As a strong believer in the principle that relationships drive results, and with roots as a Capture Manager, Jeff is passionate about enabling ways for Tyto’s Contracts and Supply Chain organization to partner with Tyto’s Growth and Program teams to devise and vet compelling business development and capture strategies, and ultimately delight our clients with well-executed mission success.
With progressive responsibility over 15 years and oversight roles including Contracts, Subcontracts, Security, Capture, and Program Management, Jeff provides deep institutional memory to the business, also having been engaged in seven (7) major integration, merger, or acquisition activities for Tyto.
Also serving as Small Business Liaison Officer (SBLO), Jeff oversees Tyto’s Mentor-Protégé programs and Tyto’s collective efforts to provide maximum practicable opportunity for small businesses to participate in the efficient performance of our contracts.
Jeff is Tyto’s official point of contact for all customer satisfaction and CPARS reporting, also responsible for corporate insurance, export control, bid protest, and other legal matters.
A native of Memphis, Jeff can often be found visiting family in Tennessee and Mississippi. He is an active member of the National Contract Management Association (NCMA).
